Longtime successful CEO heads VC fund focused on tech-enabled healthcare
Winter Street Ventures Management, LLC, today announced the launch of Winter Street Ventures Fund I LP, its first fund since becoming an independent venture capital firm in April 2025. WSV is seeking to raise $100 million in Fund I, with a focus on investing in tech-enabled healthcare companies that are using AI and predictive analytics to make delivery of healthcare more effective and efficient and create a better experience for patients.
Winter Street Ventures founder and General Partner Chris Palmieri created WSV in 2016 as the venture capital affiliate of Commonwealth Care Alliance. Palmieri, who served as CCA’s chief executive officer from 2015 to 2025, built a successful track record with WSV investing in 10 healthcare companies, generating returns of more than 520% or 5.2x multiple on invested capital. ROI examples included the following.
- A tech-enabled provider of healthcare and social services to low-income and radically diverse populations (Seed round): Realized return on invested capital of 55.1x.
- An API-connected fintech-as-a-service platform for healthcare (Seed II): Unrealized return of 4.7x on initial investment.
- A SaaS data management platform for risk adjustment (Seed): Realized return on invested capital of 2.1x.
When CCA was acquired by CareSource in April of this year, Palmieri stepped down from CCA and purchased WSV, establishing it in Boston as an independent investment firm. He has spent the summer putting WSV’s infrastructure in place and has now entered the market to raise its first investment fund.
“Investing in healthcare innovation is not just funding companies, it’s fueling the future of health,” Palmieri said. “We invest in the companies – and the people and passion behind them – that are transforming real-world challenges into solutions for patients and their families.”
Palmieri has more than 30 years of healthcare industry experience, including serving as chief executive officer at six healthcare companies, several with revenues exceeding $2 billion. In addition to his C-suite positions, he has served on the boards of several prominent health insurance trade organizations including the Association of Community Affiliated Plans (ACAP) as its long-standing chair, and America’s Health Insurance Plans (AHIP), both of which are organizations committed to increasing the serviceability, affordability, and quality of healthcare for over 200 million people nationwide.
