BUFFALO, NY - Amherst homeowners can now access rebates covering up to 70% of heat pump installation costs through the NYS Clean Heat Program—with properties in Disadvantaged Communities eligible for up to 85% coverage—according to a detailed guide published today by JP Heating & Cooling, LLC.
The guide walks Erie County homeowners through the full NYS Clean Heat Program, which runs from 2026 through 2030 and is administered by National Grid in coordination with NYSERDA. Amherst falls within National Grid's Upstate New York electric service territory, making most residents of one-to-four family homes eligible for flat-rate incentives on qualifying cold climate heat pumps.
"Many Amherst homeowners don't realize how much of their heat pump project can be offset by combining state rebates with federal tax credits," said a JP Heating & Cooling spokesperson. "We're seeing homeowners reduce their out-of-pocket costs by thousands of dollars on systems that eliminate both their furnace and air conditioner in one upgrade."
The guide highlights a significant new program feature launching March 1, 2026: the Weatherized Tier. Homeowners whose properties meet minimum insulation and air sealing standards before installation qualify for bonus incentives on top of the standard rebate. For Amherst's large stock of older homes built before modern insulation codes, addressing weatherization first can unlock higher rebates while allowing a smaller, less expensive system to be installed.
Key financial details outlined in the guide include National Grid incentives of up to $2,500 per 10,000 BTU/h of heating capacity, a separate heat pump water heater rebate of up to $1,250, and the ability to stack state rebates with the federal Section 25C energy efficiency tax credit worth up to $2,000. However, the guide notes that utility Clean Heat incentives cannot be combined with NYSERDA incentives such as EmPower+ on the same equipment.
The guide also clarifies that homeowners are not required to decommission their existing furnace or boiler to receive a rebate, though doing so unlocks higher incentive rates and eliminates carbon monoxide risks from combustion equipment.
